    GOVERNMENT

A government can be defined as "the organization, which is the governing authority of a political unit", or "the ruling power in a political society", or "the system through which a governing body functions and exercises authority ". The reason why there could be so many different definitions of government is because currently there're almost 200 countries exist with their different and unique governmental systems.
There're different types of government exist now days, here're definitions of some major governmental terms:
Communism - a system of government in which the state plans and controls the economy and a single - often authoritarian - party holds power; state controls are imposed with the elimination of private ownership of property or capital while claiming to make progress toward a higher social order in which all goods are equally shared by the people
Constitutional - a government by or operating under an authoritative document (constitution) that sets forth the system of fundamental laws and principles that determines the nature, functions, and limits of that government
Monarchy - Rule by an individual who has inherited the role and expects to bequeath it to their heir.
Despotism - Rule by a single leader, all his or her subjects are considered his or her slaves.
Dictatorship - Rule by an individual who has full power over the country.
Federal Republic - a state in which the powers of the central government are restricted and in which the component parts (states, colonies, or provinces) retain a degree of self-government; ultimate sovereign power rests with the voters who chose their governmental representatives
Democracy - Rule by a government where the people as a whole hold the power. It may be exercised by them, - direct democracy, or through representatives chosen by them, - representative democracy.
Theocracy - Rule by a religious elite.
Anarchy - it's basically absence, or practically lack of government.

Due to the nature of government it easily can fall to have bureaucracy in its different institutions. As Wikipedia.com states, "Bureaucracy is an organizational structure characterized by regularized procedure, division of responsibility, hierarchy and impersonal relationships... In modern usage, bureaucracy often equates with inefficiency, laziness, and waste."
Bureaucracy has become synonymous with unacceptable delay, especially if it's something concerning different paperwork in government institutions. People have to wait in line for hours; some simple things become even more tedious for someone already fed up by the wait. Most people see it as laziness or inefficiency that their concern can't be taken care of right now.
The only sure bulwark of continuing liberty is a government strong enough to protect the interests of the people, and a people strong enough and well enough informed to maintain its sovereign control over the government. - Franklin Delano Roosevelt
